Ukrainian long-range drones struck two Russian oil refineries overnight on June 28, igniting a fire at the Slavyansk ECO refinery in Krasnodar region and hitting a second facility in Yaroslavl region, roughly 435 miles from the Ukrainian border, as President Vladimir Putin acknowledged Russia is facing a fuel shortage.

The Security Service of Ukraine (SSU) said the Slavyansk strike was carried out by SSU Special Operations Centre Alpha in coordination with the Unmanned Systems Forces and the Defence Intelligence of Ukraine (DIU). The General Staff of the Armed Forces of Ukraine confirmed both refineries supply fuel directly to Russia’s military.
Krasnodar Governor Veniamin Kondratyev confirmed the fire in Slavyansk-on-Kuban via Telegram, reporting damage to a power transmission line and a gas pipeline, with one person killed and one wounded.
NASA’s Fire Information for Resource Management System (FIRMS) satellite data confirmed active fire hotspots at the site. The Slavyansk ECO refinery processes up to 5.2 million tons of crude oil per year and is a primary fuel source for Russia’s Southern Federal District, including occupied Crimea.
Simultaneously, Ukrainian drones struck the Saky Combined Heat and Power (CHP) plant in occupied Crimea. The monitoring group Crimean Wind recorded 16 explosions within one hour and reported smoke near the plant’s fuel storage tanks.
The strikes are part of a 40-day strategic pressure campaign approved by Zelenskyy targeting Russian military, energy, and logistics infrastructure.
Speaking to Russian state television, Putin said Ukraine’s campaign aimed to halt Russia’s advance and create conditions for negotiations. “We will not give them that chance,” he said.
Russia’s Defense Ministry said its forces shot down 213 Ukrainian drones overnight across more than a dozen regions.
