A joint investigation by The Insider and Der Spiegel has uncovered a Russian spy operation aimed at spreading disinformation and sowing panic in Western countries. The secret initiative, codenamed “Project Kylo,” was traced back to Russia’s Foreign Intelligence Service (SVR), despite efforts to keep it untraceable. The operation, detailed in leaked emails and documents, sought to exploit emotions such as fear and uncertainty to undermine liberal democracies’ support for Ukraine and create anti-government sentiments in the West.
Project Kylo, orchestrated by the SVR, aimed to create a sense of “panic and terror” in Western societies. The operation was disclosed during a private roundtable in May 2022, shortly after Russia’s invasion of Ukraine. The plan involved using advanced technology to bypass Western media and directly target individuals with disinformation. According to the leaked documents, the operation focused on triggering fear and uncertainty about the future, leveraging these emotions to flood the subconscious of Western citizens with panic.
Mikhail Kolesov, a 45-year-old SVR officer, is identified as the architect of Project Kylo. His proposal, outlined in a document titled “Propaganda,” suggested a systematic and offensive approach to information warfare. The SVR’s strategy included creating fake NGOs to organize anti-establishment demonstrations, producing fake news websites, and disseminating manipulative content on social media platforms such as YouTube. The operation also involved hiring individuals to participate in staged protests, filming these events, and spreading the content online to amplify its impact.
The investigation revealed that some tactics described in Project Kylo have already been implemented across Europe. These include staged protests and provocations that align with the strategies outlined in the leaked documents. For example, the SVR created fake news websites with sensational headlines like “How Ukrainians are robbing Germany of economic prosperity” and used social media to drive traffic to these sites.
The leaked materials also indicate a separate project, “Ledorub” (Icepick), aimed at destroying the reputations of Kremlin enemies in exile. This project included plans to discredit individuals such as a former Russian banker in Boston involved in fundraising for Alexey Navalny’s Anti-Corruption Foundation.
