Russia’s Foreign Ministry announced on Tuesday, August 20, that it had summoned Stephanie Holmes, the Deputy Chief of Mission at the U.S. Embassy in Moscow, to express a formal protest regarding what it described as “provocative actions” by American journalists and the alleged presence of U.S. private military personnel in Russia’s Kursk region. The ministry claimed that American reporters had “illegally” crossed the border into the Ukrainian-controlled parts of the region and were involved in propagandist activities aimed at covering up what it described as the “crimes of Kyiv’s regime.”
The ministry’s statement also alluded to evidence suggesting that American private military companies (PMCs) were involved in Ukraine’s ongoing military operations in the region, which began with a surprise incursion on August 6. Russian authorities indicated that they are preparing to take “necessary investigative actions” to hold the individuals involved accountable, though specific details about the alleged mercenaries or their activities were not provided.

The Russian Foreign Ministry’s actions appear to be part of a broader effort to counter what it perceives as foreign interference in its internal affairs, particularly in light of Ukraine’s recent military successes in the Kursk region. This development follows similar protests made against other Western countries, including Italy, after Italian state broadcaster RAI aired a report from the same embattled region.
