Ukraine publicly confirmed for the first time that its Navy operates both the Norwegian-made Naval Strike Missile (NSM) coastal defense system and the RGM-84 Harpoon anti-ship missile launcher, following footage released by the Ukrainian Presidential Office on July 4.

Zelenskyy stated on X that military officials presented the Navy’s technical strike capabilities at the coordination meeting, citing the Neptune and Harpoon systems, unmanned platforms, and torpedo weapons.
Defense analysts identified the NSM in the official photos by matching the rounded upper canister corners and circular rear-housing markings against documented Kongsberg-configured transport-erector-launcher (TEL) configurations in Polish service. Neither Ukraine nor any partner government had previously announced NSM delivery.

However, the unique vehicle chassis and paint scheme do not match standard Polish configurations. Neither Ukraine nor any partner government had previously announced NSM delivery.
Developed by Kongsberg Defence & Aerospace and co-produced with Raytheon, the NSM carries a 120-kilogram penetrating warhead, uses an imaging infrared seeker for terminal guidance, and has a range exceeding 110 miles.
The Harpoon launcher in the same footage uses a sea container configuration housing four transport-launch canisters. Ukraine received Harpoon systems from the United States and Denmark in 2022 and used them to sink the Russian support tug Vasily Bekh and strike offshore drilling platforms near Crimea. The launcher had been classified since delivery.

Ukraine’s Navy now publicly operates four distinct anti-ship missile systems, including the domestic Neptune, the Harpoon, the newly surfaced RBS-15 (which marked its combat debut in April 2026), and the NSM. How many launchers and missiles Ukraine has received has not been established.
