This announcement coincides with internal military shifts in Russia, including the recent arrest of Major General Ivan Popov on bribery charges. Popov, who commanded the 58th Combined Arms Army near Zaporizhzhia, was dismissed last year after criticizing the Russian military’s handling of the war.
