Under a new Russian government decree, individuals banned from traveling abroad are required to surrender their passports to authorities within five days of notification. This travel ban can be imposed on various groups, including conscripts, FSB employees, convicts, and those with access to state secrets. The passports will be stored by the issuing authorities and can be returned once the travel ban is lifted, upon submitting an application and, for conscripts, proof of completed military or civilian service. This policy follows reports that Russian security services have been confiscating passports of senior officials and state company executives to restrict overseas travel.
