From March 18-22, 2024, four members of the Kentucky Army National Guard from the 1st Battalion, 149th Infantry “Mountain Warriors” participated in a training exchange with 18 members of the Ecuadorian special forces. The collaboration took place under the auspices of the Kentucky National Guard State Partnership Program, which seeks to foster international military cooperation.
The training focused on urban warfare tactics, a critical area given recent security challenges in Ecuador, including a crisis involving military interventions at several prisons. Colonel Gustavo Iturralde, commander of the 9th Special Forces “Patria” Brigade, highlighted the relevance of these skills in light of escalating gang violence and the shift from conventional to asymmetrical warfare in urban settings.
Ecuadorian and U.S. forces engaged in multiple activities designed to enhance their capabilities in urban combat, reduce civilian casualties, and minimize property damage during operations. The training was conducted at the “Polygon,” a facility resembling a village with several wooden structures, providing a realistic environment for the exercises.
Participants included elite teams from various branches of the Ecuadorian military, including the Army, Air Force, and Navy infantry, which parallels the U.S. Marines. This diverse participation underlined the importance of interoperability among different military units in complex urban environments.
U.S. Army Major Ryan Hubbs, acting state Inspector General for the Kentucky National Guard, emphasized the complexity of urban operations and the educational benefits of international partnerships. Hubbs noted that the exchange not only broadened tactical knowledge but also fostered a deeper understanding of diverse operational contexts and threats.
Beyond tactical training, the program included cultural exchange elements such as climbing the Cotopaxi stratovolcano. These activities were aimed at building camaraderie and mutual respect among the participants, enhancing the overall effectiveness of the partnership.
This engagement, part of a partnership established in 1996, underscores the ongoing commitment to strengthening military capabilities and cultural ties between the United States and Ecuador through practical and strategic collaborations.
