France has authorized Ukraine to domestically manufacture Aster 30 surface-to-air interceptors, SCALP cruise missiles, and AASM Hammer (Armement Air-Sol Modulaire) precision-guided bombs, French President Emmanuel Macron announced July 13 following a Coalition of the Willing summit at the Hôtel national des Invalides in Paris.

“Earlier this afternoon, President Zelensky and I agreed on a roadmap between our two countries, implementing what had been agreed in principle last November regarding our bilateral defense cooperation,” Macron said at a joint press conference.

The production licenses represent a structural shift beyond France’s prior weapons transfers. Ukraine already operates SAMP/T (Sol-Air Moyenne Portée Terrestre) air defense systems, which fire Aster 30 interceptors at incoming ballistic missiles, but has depended entirely on French manufacturing for resupply.
A domestic production license removes that constraint, allowing Ukraine to stock interceptors independent of French industrial output.
The SCALP, an air-launched cruise missile France has supplied to Ukraine since 2023 with a range of up to 310 miles, and the AASM Hammer, a standoff precision-guided bomb, are also covered under the licenses. Domestic production would eliminate the need for export approvals on each delivery batch.
Macron confirmed Ukraine agreed to acquire 16 Rafale multirole fighter jets, the first tranche of a program envisaging up to 100 aircraft, with deliveries projected between 2028 and 2029.
A first batch of SAMP/T NG (Nouvelle Génération) batteries, an upgraded variant with expanded range and improved anti-ballistic missile capability, is also part of the roadmap.
The agreement formalizes a declaration of intent both presidents signed November 17, 2025. Macron described the production licensing arrangement as modeled on how the United States structures similar agreements with partner nations.
The announcements coincided with the founding of the Integrated Anti-Ballistic Missile Coalition (IAMC), a 10-nation initiative established the same day in Paris, as SOFX reported.
