On April 17, Pentagon and State Department officials are expected to sign a memorandum of understanding that will enhance the Domestic Employees Teleworking Overseas (DETO) program. This action follows President Joe Biden’s executive order from June 2023, which directed improvements in economic opportunities for military families, specifically targeting spouses, caregivers, and survivors. Sheila Casey, the executive director of Joining Forces—a White House initiative supporting military families—announced these developments during a conference hosted by the Association of Defense Communities.
The memorandum will address key hurdles that have previously restricted military spouses’ ability to telework internationally, particularly issues related to the State Department’s residential security requirements. These restrictions have resulted in significant financial losses and career disruption for many spouses due to denied or rescinded telework agreements.
Historically, all federal employees needed explicit approval from their respective agencies and the State Department to telework from abroad, a policy that has affected numerous military spouses moving on permanent change-of-station orders. The upcoming policy changes are poised to mitigate these challenges, potentially allowing for smoother transitions and sustained employment for military spouses moving internationally.
