A Ukrainian drone strike hit the Kupol Electromechanical Plant in Izhevsk on Tuesday, killing three people and injuring 35, regional authorities said.
Udmurtia Governor Aleksandr Brechalov said that the strike, carried out over 1,300 kilometers from Ukraine’s border, targeted an industrial facility in the city, though he did not disclose its name.
“Unfortunately, we have three fatalities. We extend our deepest condolences to their families,” Brechalov added.
Ukraine’s SBU security service behind the Spiderweb operation has claimed credit for the drone strikes on Russia’s Kupol plant in Izhevsk, which produces the Tor and Osa air defense systems, as well as drones for the army.

In a Telegram post, Ukraine’s General Staff confirmed responsibility for the strike and identified the target as the Kupol plant. “As part of efforts to reduce the enemy’s air defense capabilities, on July 1, units of the Security Service of Ukraine (SBU), in coordination with other components of the Defense Forces, struck the Izhevsk Electromechanical Plant Kupol,” the statement said.
“Precise hits were confirmed on Building No. 1 at Site No. 1. A fire has been recorded,” the post added.
A source cited by the The Kyiv Independent said the strike was carried out using the agency’s long-range drones.
Kupol, part of the Almaz-Antey defense conglomerate, is a major manufacturer of Tor and Osa surface-to-air missile systems, as well as Harpiya-A1 combat drones. The company is under international sanctions for its role in supplying weapons used in Moscow’s war against Ukraine.
Between July 2023 and July 2024, it reportedly assembled over 2,500 Garpiya drones using Chinese components.
Following the incident, Russia’s aviation agency temporarily suspended all flights to and from Izhevsk Airport, while authorities imposed airspace restrictions as emergency services secured the area around the plant.
