French President Emmanuel Macron announced that the U.S. will lead a multinational mechanism to monitor any future ceasefire in Ukraine. The agreement was reached during a “Coalition of the Willing” summit in Paris, where leaders from 35 nations gathered to solidify long-term security guarantees for Kyiv.
“Within the coalition, based on all the work carried out over recent months, we have consolidated our approach with, first, the establishment of ceasefire monitoring mechanisms, which will be placed under U.S. leadership, with contributions from several states that have indicated their readiness,” Macron said.
According to a draft statement obtained by several news outlets, Washington would also commit to support a European-led multinational force deployed in Ukraine after any ceasefire by providing “capabilities such as intelligence and logistics,” and by backing the force in case of a new Russian attack.
The U.S. has not yet issued an official statement on the meeting, but U.S. envoy Steve Witkoff said President Donald Trump fully backs the security protocols aimed at deterring and defending against further attacks in Ukraine.
Meanwhile, in his announcement, Macron also highlighted long-term plans to rebuild Ukraine’s armed forces into a volunteer army of around 800,000 troops. In a separate statement, British Prime Minister Keir Starmer said the U.K. and France will establish military hubs and protected facilities across Ukraine after any ceasefire.
Following the meeting, Ukrainian President Volodymyr Zelenskyy said the agreements were “a signal of how seriously Europe and the entire ‘Coalition of the Willing’ are ready to work for real security.”
He added, however, that it remained to be determined how the monitoring would work and how the Ukrainian army would be supported and financed.
“I thank the United States for its readiness to provide a backstop in all areas: security guarantees, monitoring of the ceasefire, and reconstruction,” Zelenskyy said in a separate post on X.
