The U.S. has presented Ukraine with a 28-point peace plan aimed at ending the Russia-Ukraine war. According to Axios, the plan would reportedly require Kyiv to cede territory in the east, scale back its military, and commit to never joining NATO. The plan was drafted by former President Trump’s envoy, Steve Witkoff, with input from Secretary of State Marco Rubio and Trump’s son-in-law, Jared Kushner.
President Volodymyr Zelenskyy’s office confirmed Thursday that it had received the plan. According to the office, the U.S. views the proposal as one that could “help reinvigorate diplomacy.” The office did not comment on the contents of the draft but said that Ukraine has “agreed to work on the plan’s provisions in a way that would bring about a just end to the war.”
In a post on X later, Zelenskyy said: “The American side presented points of a plan to end the war—their vision. I outlined our key principles. We agreed that our teams will work on the points to ensure it’s all genuine.”

At a White House press briefing, Press Secretary Karoline Leavitt dismissed claims that the plan requires major concessions from Ukraine.
She said Witkoff and Rubio had been “engaging both sides equally to understand what these countries would commit to.”
“It’s a good plan for both Russia and Ukraine,” she added, without giving further details. “We believe that it should be acceptable to both sides. And we’re working very hard to get it done.”
Zelenskyy is expected to discuss the plan with former President Donald Trump in the coming days.
