General Christopher Cavoli, NATO’s supreme allied commander for Europe, stated on Thursday that Russia’s ongoing offensive in Ukraine lacks the capacity for a strategic breakthrough. Cavoli asserted that Russia does not have the necessary numbers, skill, or capability to achieve significant strategic gains, although they can still make local advances.
Cavoli’s remarks came after a meeting of NATO defense chiefs at the alliance’s headquarters in Brussels. He emphasized that despite recent Russian attacks near Kharkiv, there is no evidence to suggest a full-scale summer offensive from Moscow. Cavoli noted the absence of large reserves being mobilized by Russia, indicating that the offensive might be losing momentum.
Following the approval of a $61 billion military aid package for Ukraine by the U.S. Congress, Cavoli highlighted the extensive support being provided to Kyiv. This includes large quantities of ammunition, short-range air defense systems, and armored vehicles. He expressed confidence in the Ukrainian military’s ability to hold the line, supported by close cooperation with Ukrainian colleagues.

Admiral Rob Bauer, chair of the NATO Military Committee, pointed out that while Russia has improved its logistics and industrial production, the quality of its troops has declined. This is due to significant officer casualties early in the conflict, which has affected the training of new soldiers. Despite this, Bauer warned against underestimating Russia’s capacity to muster additional forces.
The main agenda of Thursday’s meeting was to enhance NATO’s defense plans. Bauer emphasized that integrating NATO and national military planning is crucial to facing current and future threats. The session included discussions on NATO’s warfighting transformation, multi-domain operations, and the NATO Defense Planning Process. The meeting also featured a briefing from Major General Anatoliy Barhylevych, chief of staff of the Ukrainian armed forces, reinforcing NATO’s commitment to supporting Ukraine.
