UN ponders rapid armed force to help end Haiti’s crisis | ABC News

In response to Haiti’s request for assistance as gangs and demonstrators paralyze the nation, Secretary-General António Guterres has sent a letter to the Security Council recommending the urgent formation of a fast action force. 

The fast action force would be sent out by one or more member states to assist Haiti’s National Police, according to the letter, which was reviewed by The Associated Press but has not yet been made public. This force would provide the “free passage of water, gasoline, food, and medical supplies from major ports and airports to towns and health care facilities,” as well as “rapid protection to essential infrastructure and services” and eliminate the threat presented by armed gangs. But the letter also warns that “a return to a more robust United Nations engagement in the form of peacekeeping remains a last resort if no urgent action is taken by the international community in line with the outlined options and national law enforcement capacity proves unable to reverse the deteriorating security situation.”
