A report by the US government’s Special Inspector General for Afghanistan Reconstruction (SIGAR) has found that the collapse of Afghanistan’s national security forces, which led to the Taliban’s seizure of power in 2021, was not only due to the February 2020 peace agreement between the US and the Taliban but also long-standing issues.
The report states that despite $90bn in international support, the US and its partners failed to build an “independent and self-sustainable” Afghan National Defense and Security Forces (ANDSF). The US armed forces often performed the tasks they were supposed to be training Afghan troops to do, giving an illusion of success, instead of building Afghan capabilities. Furthermore, US trainers and advisors were often inexperienced and sent on short tours of duty, and the US had flawed metrics for evaluating ANDSF performance.The report stated that “low troop morale, something the US military did not take into account, was one of the main contributors to the ANDSF’s collapse.” The withdrawal of US military forces in February 2021 also affected morale. The Taliban seized control of Afghanistan in August 2021 following a lightning-fast campaign, and the chaotic withdrawal of US and NATO forces that month faced intense criticism.
