Russia refuses to acknowledge its own passports.
Its passports issued in the area of the self-declared Luhansk and Donetsk republics are not recognized by the Russian Federation. Owners of such passports are not permitted to cross the Russian border, according to a report posted on September 15 by Ukraine’s Main Directorate of Intelligence (HUR) on its official Facebook page. The HUR observes that the attitude of pro-Russian residents in the temporarily seized territory has drastically shifted since the Ukrainian Armed Forces began their offensive east of Kharkiv. There is frustration with both the conduct of the Russian government and the development of the “special military operation,” as Moscow euphemistically refers to the conflict. The general consensus among locals is that Russia is sacrificing the “republics.”
