Navy SEAL will oversee special operations efforts to combat terror in Africa | Stars & Stripes

Rear Adm. Milton J. Sands, a veteran of three Navy SEAL teams, assumed command of the military’s special operations operation in Africa on Thursday. In a transition of command ceremony at the unit’s Stuttgart headquarters, Sands took over for Maj. Gen. Dagvin Anderson, who had headed Special Operations Command Africa for the previous two years. Anderson oversaw the pullout of US forces from Somalia in January, which was a pivotal milestone in his term. Sands will lead a special operations mission in Somalia that, for the time being, primarily relies on shifting soldiers in and out of the nation to assist local forces in their fight against the al-Qaida-affiliated extremist group al-Shabab. Sands will also have to deal with terrorism concerns in other parts of Africa, such as the larger Sahara region, where Islamic State-affiliated groups have risen to prominence.
