The US Marine Corps Special Operations Command (MARSOC) will establish a second O-6 level operational headquarters to complement the new Strategic Shaping and Reconnaissance operating paradigm (SSR). According to Col. Ian Fletcher, SSR is a departure from the “strong irregular warfare, direct action attack structure we created for Afghanistan and Iraq.” MARSOC intends to reach the first operational capabilities for SSR by 2026. He stressed that information and influence operations were the “number one” capability area for MARSOC. According to Fletcher, the power to generate a “false sense of reality” for opponents would provide a strategic edge to the United States military.
The Marine Corps Special Operations Command is preparing to initiate a forced redesign that will include the establishment of a second operational headquarters at the O-6 level. According to him, the new offices would emphasize special reconnaissance and irregular warfare.
