Given Ukraine’s appointment of a new Minister of Defense, a new armed forces command, and new defense reform roadmaps, and the increased tension as of late on the Russian border, it is a good time to assess their defense capabilities.

The fighting in eastern Ukraine in 2014 exposed how underprepared the country was to meet Russian aggression. Ukraine’s spending per soldier is one of the lowest in Europe while their defense budget as a percentage of their GDP is one of the highest.

A sizable portion of Ukraine’s defense production capabilities were located in areas lost during the 2014 Russian campaign.

Ukraine has made improvements in the interim however, their ground defenses have been fortified and a system of structures along the border have engineered for repelling invaders. Ukraine has gained status as a NATO Enhanced Opportunities Partner, recognition of the progress they have made.

The 2021 Military Security Strategy of Ukraine was developed to maximize the participation of Ukraine’s citizenry.
