Russia has traditionally used “false flag” operations to depict itself or its allies as victims, dodge accountability, spread uncertainty, and justify war. Russian President Vladimir Putin has gathered more than 100,000 troops near Ukraine’s border and fostered false narratives that Ukraine is attempting to instigate a conflict, raising fears that Russia may undertake a false flag operation in Ukraine. The United States, together with its friends and partners, has called for a peaceful conclusion. Secretary of State Antony Blinken visited Kyiv, Berlin, and Geneva from January 18 to 21 to promote a coordinated response to Russia’s threat to Ukraine.
