Hamas Dissolves Gaza Government, Disarmament Standoff Persists

Hamas dissolved its Gaza governing body on July 6, handing administrative authority to a US-backed technocratic committee while making no commitment to disarm, the central requirement of the stalled ceasefire deal’s second phase.

Mohammed al-Farra, head of Hamas’s Emergency Committee, submitted his resignation in a statement from Gaza’s Government Media Office, describing the dissolution as a step taken “to facilitate the administrative transition process.” Hamas said approximately 60,000 civil servants would remain in their roles in a professional capacity pending the committee’s entry into Gaza.

Board of Peace high representative Nickolay Mladenov described the announcement as “the bridge between declarations and implementation,” writing on X that agreement on remaining provisions must come before the National Committee for the Administration of Gaza (NCAG) can assume authority, weapons decommissioning can begin, and large-scale reconstruction can commence.

The Board of Peace said it had “taken note” of the move but would judge results “by actions, not promises,” reiterating that all weapons in Gaza must come under NCAG control as part of a single governing authority.

Israeli Foreign Minister Gideon Sa’ar dismissed the dissolution as a maneuver to avoid disarmament. “Hamas seeks a ‘Hezbollah model’ in Gaza,” Sa’ar wrote on X. “The technocratic committee would be responsible for garbage collection and municipal services, while Hamas would remain the dominant military force.”

Diplomatic sources told The Jerusalem Post that Hamas recently walked back several prior agreements with the Board of Peace in parallel talks and refused access to weapons stored in tunnels as part of the demilitarization process, casting further doubt on the symbolic gesture. Most outlets have not reported this.

The NCAG has been based in Cairo since January, blocked from entering Gaza by the Israeli government. Cairo is set to host meetings with Palestinian factions, including Hamas, within approximately 48 hours. 

Mladenov is reported to be in Egypt to participate alongside US officials operating under the Board of Peace framework, though his involvement in those talks has not been confirmed.
