Former Navy officers were found guilty in a contractor corruption scandal.
On the fifth defendant, retired Rear Admiral Bruce Loveless, the jury could not decide due to a deadlock. A defense contractor, Leonard Francis accused by prosecutors of lavishing ex-Navy officers with prostitutes, Cuban cigars, and luxury hotel accommodations. In 2015, he confessed to offering Navy officers $500,000 in bribes for secret information. According to prosecutors, Francis overpaid the U.S. Navy by more than $35 million for the services of his ship repair firm.
