As all other great powers push the limits of capabilities in the electromagnetic spectrum, the U.S. military risks losing its edge.
The capacity to fight and move in the spectrum should be something the military is structured, trained, and equipped to perform as a crucial mission set, not merely when Congress forces the Department of Defense’s hand. Some have dubbed the electromagnetic spectrum the next high ground because it is a crucial component of American and Western airpower. This increasing attention on the spectrum is further reflected in the 2020 Department of Defense Electromagnetic Spectrum Superiority Strategy and associated service strategies. The Department of Defense’s definition of the electromagnetic spectrum describes it as “a maneuver space essential for enabling control within the operating context and impacts all portions of military operations.”
