The Estonian Internal Security Service (ISS) announced the detention of 10 individuals implicated in a scheme orchestrated by Russian special services to vandalize the cars of the Minister of the Interior and a journalist, aiming to instigate tension in Estonia. This operation resulted in minor damage to the vehicles but the ISS highlighted a concerted effort by Russian actors to undermine public order. The ISS investigation revealed that these acts were part of a “hybrid operation” with the detainees accused of following direct instructions from Russian intelligence, including gathering information and executing specific acts of vandalism.
State Prosecutor Triinu Olev, emphasizing the seriousness of the offenses, stated that the investigation is ongoing under the Penal Code, which addresses threats to Estonia’s security. The individuals involved, comprising citizens of Russia, Estonia, and some with dual nationality, have been linked to a broader strategy of destabilizing actions directed by foreign intelligence.
ISS Director General Margo Palloson pointed out the use of social media by Russian and Chinese special services to recruit individuals for such operations, underscoring the complex nature of modern hybrid warfare tactics. Palloson also highlighted the preventive actions taken by the ISS to foil further planned attacks, reinforcing the message that Estonia remains vigilant against threats to its national security.
The incident has prompted a broader discussion on the nature of hybrid threats facing Estonia and the Baltic region, with Prime Minister Kaja Kallas and Minister Lauri Läänemets stressing the importance of awareness and resilience against such tactics.
