Ray “Reza” Baluchi, known as “Captain Bubble,” faced federal charges after multiple attempts to cross the ocean in a homemade inflatable craft resembling a hamster wheel. The U.S. Coast Guard repeatedly intervened, deeming his voyages unsafe and endangering lives. Baluchi agreed to a yearlong pretrial diversion agreement, during which he cannot undertake such journeys, must allow the Coast Guard to dispose of his vessel, and attend a boater safety course. Despite these setbacks, Baluchi plans to run on dry land to raise money for charity once his diversion is over, while still harboring his dream of running across the water legally.
