The Wall Street Journal reported that the Taliban utilized a long-standing network of intelligence operatives inside Afghanistan’s ministries, universities, businesses, and aid organizations.

Mawlawi Mohammad Salim Saad, a Taliban leader loyal to Haqqani Network told the WSJ that the Taliban had agents in most departments and organizations ready to activate when the time came on Aug. 15th.
