According to a categorized memo acquired by Nordic Monitor, the Turkish army’s elite Special Forces Command (zel Kuvvetler Komutanl, or KK) — designed to connect in irregular warfare, secret cross-border transactions, sabotage, and surveillance — designated special advisors to the Ukrainian army and began training Ukrainian soldiers under a multi-year plan. In June 2016, a memo was sent to then-Chief of General Staff Hulusi Akar, who is now the defense minister, detailing Turkey’s involvement in military training in Ukraine. The letter was sent in response to Akar’s directives from May 27, 2016, in which he requested conclusions following the return of a military team from a coordinating and assessment mission to Ukraine. The Turkish military dispatched a special delegation to Ukraine, made up of members from several forces, to assess how to conduct cooperative military exercises. The visit took place between April 6 and April 10, 2016.
