As the Global War on Terror recedes, senior Pentagon leaders and White House officials have a new mission for special operations. The objective moving forward will be creating resistance networks in regions that would make invasions by Russia or China too costly to even attempt. The new “Resistance Operating Concept,” or ROC, signals a return to many operator’s roots, unconventional warfare. ROC seeks to align the operational language of partner nations with our own so that everyone is better prepared for worst-case scenarios. Nordic and Baltic countries are a top priority for defending against potential Russian action while Pacific nations are high on the list for China. The hope for this strategy is that if done correctly, it will act as a strong enough deterrent to never materialize into action.
