While President Biden assures the American people we possess the capability to deal with those responsible for last week’s airport bombing from a distance using Over-the-Horizon attacks, this author is convinced a significant human investment would be involved. Despite a lot of discussion surrounding the end of forever wars, the President seems to be suggesting the start of a new one conducted at a distance. Over-the-Horizon warfare is more conceptual than tangible at the moment but essentially it means operating remotely. On the ground intelligence is usually crucial to these types of missions being successful so the lack of troops in Afghanistan will prove to make this difficult if it becomes a reality.
