Western military specialists are examining if an autonomous drone piloted by artificial intelligence (AI) harmed people for the first time in Libya last year without the assistance of a human controller. A report released last week by a UN panel of experts determined that a sophisticated drone launched in Libya “hunted down and remotely engaged” troops fighting for Libyan general Khalifa Haftar, sparking a frenzy of discussion among Western security officials and analysts. For years, countries at the United Nations have been discussing whether a worldwide accord on the use of autonomous armed drones should be decided upon and what constraints should be put on them.
