This territory belongs to the mujahideen,” a local Taliban military commander said regarding an area of Balkh. Taliban fighters were lined up along the streets and stalking the outskirts of the city. Similar scenarios can be seen all across Afghanistan, as Afghan security forces are holding large cities but terrorism is rampant throughout outlying areas.
