Pentagon’s interest in other transaction authority agreements or OTAs has relatively increased over the last few years. This is due to Pentagon’s efforts to promote innovation and bring nontraditional partners into the acquisition fold. OTAs are intended to cut through bureaucratic red tape. Also, they are also intended to speed prototyping and delivery of new capabilities to the military. In 2019 alone, OTA obligations rose to $7.7 billion from $4.4 billion in 2018.
