Tweets and other social media posts and broadcasts are normally not deemed measures of effectiveness (MOE). A successful MOE creates a desired change in the behavior of the target, such as gaining assistance from a partner force or causing enemy fighters to defect. These information operations are instead a measure of performance (MOP), especially when done by a partner force.
