Kaley Scholl goes into detail about the international affairs and how essential it is to maintain deterrence in the high-end fight with China and Russia. As adversaries recognize they may not be able to compete with the United States’ conventional warfare, other options such as the use of gray zone operations are looking to be more promising for them. The U.S. Department of Defense is agile in their abilities to counter warfare with other countries. Because of this, Scholl suggests the DOD should use Special Operation Forces to compete in near peer gray-zone operations. Scholl also states that if the U.S. fails to “acknowledge and counter asymmetric gray zone operations against its adversaries, the cost to regain its advantage and global military superiority will be greatly increased.”
