The author states that many of the missions that were carried out with the goal of destabilizing were poor strategy and in essence resulted in failure. ‚ÄúIn September, at the end of this fiscal year, the U.S. is pulling the financial plug on what remains of that mission, which had success but at times was mired in controversy about extrajudicial killings, helping warlords and using children as troops.‚ÄĚ
