Russia has commented that their goals in and for Libya are to create stability and maintain a relationship with all involved parties. Throughout 2019 however, it became clear that Russia chose to side with Haftar, along with reports that Haftar allegedly promised the country oil and other incentives if they offered their support. In November of 2018, a member of the private military contractor the Wagner Group was allegedly spotted during a meeting between Haftar and Russia`s Defense Minister Sergey Shoygu as well. While Russian mercenaries and private contractors are nothing new, their presence has continued to grow throughout the years and has spread farther than before.
