A 69-page comprehensive review report on the U.S. Special Operations Command has been released. The report noted that while special operations are relied upon to fight violence and extremists around the world, it has taken a toll on the troops and command. Deployments and the culture of these units have been found to be harmful to all aspects of the chain of command and interrupts discipline and accountability. The review was led by Gen. Richard Clarke, head of Special Operations Command, due to his belief that the command needed policy provided for better accountability.
