Eastern Iraq has been quietly acquiring more ISIS members as fighters and sleeper cells continue to grow. Attacks are still being carried out in other cities in the form of bombing assassinations since the death of Baghdadi. An unknown number of fighters, possibly in the thousands, are waiting in tunnels and caves as they build up their strength. Brig. Gen. William H. Seely III has said that while the militants are sneaking around in the night making small attacks, they do not have the strength to take any territory.
