Pentagon Backs Contractors to Limit Disclosing Foreign Discounts | Bloomberg

The government wants to force the Department of Defense to disclose discounts given to other nations and fill out detailed reports whenever it exempts buyers from certain laws surrounding development costs. The bill is meant to safeguard taxpayers and prevent the Department from allowing wealthy Gulf nations to not pay money they owe to the US. The Pentagon supposedly approved 99% of waiver requests between 2012-2017, but it strongly disagrees with the idea of reporting discounts because it will “significantly slow” the sales process to foreign countries. On one hand, the military could lose a significant amount of business by refusing to offer discounts, breaching trust,  and slowing the sales process; on the other hand, money is being lost that is needed for research and development and the transactions take advantage of taxpayers.
