China and Russia believe in a method of cyber sovereignty that the US firmly stands against. The multistakeholder model divides cyber space into three layers including infrastructure, application, and the core of political ideology. The divide between the three nations comes with a difference in interests for the state, citizens, and international community. China and Russia are attracted to means that allow them total control over the state’s cyber resources. Research is needed on how this kind of power can be limited, possibly by adding private business to the equation.
