Two years ago Swarm Technologies, the space start-up wanting to provide internet access to remote places around the world, had asked federal regulators for permission to launch and operate in space, as all must do. Its application was rejected and the satellites launched anyway. They became instant space outlaws. They have spent time since then convincing The Federal Communications Commission that they will play by the rules. It seems to have works as they were fined Swarm $900,000, but also approved for future launches.
