Department of National Defence spokeswoman Jessica Lamirande said the members of the Canadian Forces were in the Cornwall area conducting a training exercises that would “lend realism to working within urban areas.”
The Canadian Forces statement noted: “These exercises often include our partners and colleagues in local law enforcement. Because of the nature of the exercise, and in order to protect the integrity of the training event, mechanisms other than a public service announcement were utilized, including speaking directly with Cornwall Community Police Service, Cornwall City Hall, and leadership from the Akwasasne First Nation. We apologize for any disturbance caused as a result of this training, particularly to those who may have been missed during our consultations. We will look to re-examine our procedure in informing the public ahead of these type of training events in the future.”
