The $45 million contract being offered by U.S. Special Operations Command was meant to gauge SOCom’s efforts to influence public opinion in other countries.

But last month, a federal court judge in Washington chastised the command, headquartered in Tampa at MacDill Air Force Base, for providing a falsified document to influence the outcome of the contract.

“While the government has accepted responsibility for its misconduct, the importance of preventing a corrupted record cannot be overstated,” Court of Federal Claims Judge Thomas Wheeler wrote in his April 17 ruling on whether SOCom should be sanctioned.
