An Intelligence Officer’s Guide to Dissent | The Cipher Brief

Throughout my nearly 30 years at CIA, I was regularly reminded of the scripture that serves as a philosophical foundation of the Agency’s work. “And ye shall know the truth, and the truth shall make you free” (John 8:32) admirably links CIA’s mission to speak truth to power to the fundamental American value of freedom.

I do not recall a time, however, when anyone mentioned that just eight verses later, the scripture continues with, “But now ye seek to kill me, a man that hath told you the truth… ” (John 8:40). This was probably unnecessary, because intelligence officers learn early in their careers that speaking truth to power can come with a cost.
